The Croatian Institute of Emergency Medicine

The Croatian government adopted the Regulation establishing the Croatian Institute of Emergency Medicine during its session of 26 February 2009. The Institute was established as a public healthcare institution and registered with the Commercial Court in Zagreb on 21 May 2009, when it began its activities.

Main tasks of the Croatian Institute of Emergency Medicine are:

• To propose, plan, observe, and analyze emergency medical measures in the Republic of Croatia

• To propose a packet of measures for the healthcare system in the area of emergency medicine

• To follow and conduct professional and scientific research in the area of emergency medicine

• To establish doctrine in the area of emergency medicine

• To propose an emergency medicine network to the Minister of Health and Social Welfare

• To establish the requirements regarding equipment, vehicles and visual identity of the vehicles and healthcare workers, in line with the coontemporary emergency medicine standards

• To establish binding standards for operation procedures, protocols and algorithms in the area of emergeny medicine, and to coordinate their implementation

• To put in place standards for emergency medical transportation by road, air, and water

• To collect data and keep records of emergency medical services and their activities

• To collect data for the annual analysis of the activities of emergency medical services, to analyze the data, and to submit them to the Ministry of Health and Social Welfare, the Croatian Institute of Public Health, and the Croatian Institute of Health Insurance

• To coordinate, direct, and supervise the work of the county institutes of emergency medicine

• To observe, analyze, and control uniform implementation of quality standards for procedure and equipment in all county institutes of emergency medicine

• To propose and create training programs for lifelong/continuing education, and to carry out and supervise the professional training of emergency medical workers

• To take part in the education of healthcare workers

• To educate the general public with regard to emergency medical issues

• To plan and implement activities aimed at establishing an IT network of the emergency medical services that is compatible with the IT network of the Croatian Institute of Health Insurance

• To cooperate with other healthcare institutions and workers with a view to improving diagnosis and treatment in the area of emergency medicine

• To plan, create, and implement projects related to healthcare in emergency situations, in coordination with the Crisis Headquarters of the Ministry of Health and Social Welfare, the National Protection and Rescue Directorate, the Ministry of Internal Affairs, the Ministry of Defense, the Croatian Red Cross, the Croatian Mountain Rescue Service, and other rescue services

• To analyze all current projects related to emergency medical services in the Republic of Croatia and to existing systems, applications, equipment, and processes used for the purposes of emergency medical services To analyze objectively the degree of completeness of such projects and the time necessary for their completion, as well as their integration in emergency medical services

• To analyze the costs of such projects to date, as well as the calculated cost of their completion
